A firm protested an Air Force contract award for ground maintenance services, contending that its proposal was improperly evaluated. GAO held that the Air Force reasonably excluded the protester's proposal from the competitive range, since the record showed that, on prior contracts, agencies issued contract deficiency reports, made deductions for substandard performance, and reported problems with the protester's management of the contracts. Accordingly, the protest was denied.
