A firm protested a Bureau of Prisons (BOP) contract award for health care services, contending that: (1) BOP unreasonably evaluated the proposals; (2) the awardee gained an unfair competitive advantage by employing a former agency official; and (3) the price/technical tradeoff improperly abandoned the solicitation's stated evaluation scheme. GAO held that: (1) BOP reasonably evaluated the proposals in accordance with the solicitation's stated evaluation factors; (2) the former agency official's involvement was not substantial; and (3) BOP reasonably determined that the awardee's higher-rated, higher bid presented the best value to the government. Accordingly, the protest was denied.
