A firm protested an United States Marshals Service (USMS) contract award for court security services, contending that: (1) USMS misevaluated its proposal under the management and past performance factors; (2) USMS failed to document its decision to revise the scoring of its bid; and (3) the awardee's bid price should have been found unacceptable. GAO held that: (1) USMS reasonably evaluated the protester's bid in accordance with the solicitation's evaluation criteria; (2) USMS reasonably documented its scoring decisions; and (3) the awardee's bid price complied with the solicitation's requirements. Accordingly, the protest was denied.
