A firm protested the Corporation for National and Community Service's (CNCS) cancellation of solicitation for clerical and administrative support services, contending that although the incumbent contract may have been administered as a personal services contract, nothing in the terms of that contract or the cancelled solicitation required its administration as a personal services contract, and thus there was no reasonable basis to cancel the solicitation. GAO held that CNCS reasonably cancelled the solicitation, since CNCS' actual requirement was for personal services which the agency intended to satisfy with civil service personnel. Accordingly, the protest was denied.
