Highlights

A firm protested a Navy contract award for hazardous waste management services, contending that the: (1) awardee's proposed price was unreasonably low; and (2) Navy misevaluated its proposal with respect to past performance. GAO held that the: (1) Navy properly determined that the awardee's proposed price was reasonable, since it was substantially comparable to the government estimate and to another bidder's price; and (2) evaluation was reasonable and in accordance with the stated evaluation factors. Accordingly, the protest was denied.
