[Protest of Air Force Contract Award for Technical Services]

A firm protested an Air Force contract award for technical services, contending that its bid was improperly adjusted upward to include estimated amounts for materials, subcontracting and travel. GAO held that the Air Force properly adjusted the protester's price upward to include these costs, since the solicitation indicated that these amounts would be included in all bidders' prices. Accordingly, the protest was denied.
