A firm protested a Department of Justice (DOJ) contract award for drug testing services, contending that: (1) DOJ unreasonably evaluated its technical proposal; and (2) DOJ's method for allocating points for cost placed undue emphasis on technical merit and placed undue emphasis on technical merit. GAO held that: (1) the evaluation was reasonable and in accordance with the stated evaluation criteria; and (2) the scoring scheme used by DOJ accurately reflected the relative weights of the technical and cost factors announced in the solicitation and there was no evidence that DOJ's approach resulted in a distorted or misleading evaluation. Accordingly, the protest was denied.
