A firm protested a Department of Veterans Affairs (VA) contract award for clinic renovations, contending that the awardee's bid should have been rejected as nonresponsive, since the awardee's pricing method was inconsistent with the solicitation requirements. GAO held that VA properly waived the awardee's failure to follow the solicitation requirements exactly, since it did not have a material effect on the awardee's legal obligations. Accordingly, the protest was denied.
