A firm protested a General Services Administration (GSA) contract award for office related space to house the Federal Bureau of Investigations offices, contending that GSA: (1) misevaluated proposals; (2) failed to conduct meaningful discussions; and (3) conducted a flawed award selection decision, since price was not given sufficient weight. GAO held that: (1) GSA's proposal evaluations and selection decision were reasonable and consistent with the solicitation's evaluation criteria; (2) GSA conducted meaningful discussions, since it was not required to alert the protester to every area in its proposal that must be revised or otherwise addressed; and (3) GSA reasonably determined that the technical merit of the higher-rated proposal outweighed the price advantage of the lower-rated proposal. Accordingly, the protest was denied.
