A firm protested the Small Business Administration's (SBA) determination that it was ineligible for a construction contract, contending that: (1) it satisfied the solicitation's geographical restriction; and (2) the geographic restriction included a latent ambiguity. GAO held that: (1) SBA reasonably determined the protester was ineligible for award based on the geographical restriction; and (2) protester did not demonstrate that it was prejudiced by the latent ambiguity. Accordingly, the protest was denied.
