A firm protested an Environmental Protection Agency (EPA) solicitation for jet aviation emissions evaluation support services, contending that requirements of the solicitation could not be performed within the specified time, particularly by a small business. GAO held that: (1) EPA's decision to set aside the solicitation for exclusive participation by small business concerns was reasonable and not in abuse of its discretion; and (2) the protester was not sufficiently interested to protest the solicitation, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was denied in part and dismissed in part.
