A firm protested the Navy's rejection of its bid as nonresponsive and contract award for enlisted housing repair and upgrade, contending that the solicitation amendment which it failed to acknowledge was immaterial because it did not impose any new, substantial obligations on the bidders. GAO held that the: (1) solicitation amendment was material, since it added an additional requirement which had more than a trivial impact on the quality of the final product even if it had little effect on bid price; and (2) Navy properly rejected the protester's bid as nonresponsive. Accordingly, the protest was denied.
