Former Vietnamese National Employees' Claims for Pay and Other Benefits

Questions were raised regarding former Vietnamese national employees' claims for backpay and benefits. GAO determined that claims arising from the evacuation of Vietnam are barred under the statute of limitations, unless the employing agency withheld payment and established a liability on its books. Accordingly, such claims that have not been finally adjudicated should be remanded to the responsible agencies.
