A firm protested the Navy's rejection of its bid and subsequent contract award for pharmacy technician services, contending that the Navy improperly: (1) evaluated its proposed personnel; and (2) rejected its bid without conducting discussions. GAO held that the Navy: (1) reasonably rejected the protester's bid, since it failed to provide required information regarding the qualifications of its proposed personnel; and (2) was not required to conduct discussions, since the solicitation stated that the contract would be awarded without discussions. Accordingly, the protest was denied.
