The District of Columbia requested a decision on whether it could exceed its appropriation in order to make obligations and expenditures for its Aid to Families with Dependent Children (AFDC) and Medicaid program and for its child abuse/foster care program without violating the Antideficiency Act. GAO held that the District: (1) could not obligate or expend funds in excess of its current appropriation without proper authorization; (2) is responsible for complying with the terms of the programs, including providing the necessary funds out of the amounts appropriated by Congress; and (3) must report an Antideficiency Act violation if it exceeds its fiscal year 1995 appropriation for human support services.
