A firm protested an Air Force contract award for road improvements, contending that the: (1) awardee's bid for one line item exceeded the statutory limitation; and (2) Air Force improperly allowed the awardee to decrease the unit price for that line item, bringing it within the statutory limitation. GAO held that the Air Force properly allowed the correction after the awardee provided clear and convincing evidence of its bid mistake. Accordingly, the protest was denied.
