A firm protested the Army's cancellation of a solicitation for refuse collection and disposal, contending that the: (1) Army did not have a compelling reason to cancel the solicitation, since the solicitation modification clarified the solicitation; (2) cancellation prejudiced the two high bidders who understood and properly priced the line items; and (3) Army should have made award to it, since it was the low, responsive bidder. GAO held that the Army reasonably cancelled the solicitation, since the: (1) specifications grossly underestimated line-item quantities and failed to specify a separate pickup for certain types of refuse; and (2) evidence showed that the low bidders were misled by the defective specifications and did not compete on an equal basis. Accordingly, the protest was denied.
