[Retired Navy Member's Request for Indebtedness Waiver]

A retired Navy officer appealed his denied claim for an indebtedness waiver for compensation he erroneously received after retirement from the Navy. GAO held that the officer was partially at fault, since he should have been aware of the overpayment. Accordingly, the original decision was affirmed.
