A firm protested a Federal Highway Administration (FHwA) contract award for technical support services, contending that FHwA improperly: (1) evaluated its technical proposal; and (2) made award to the high priced bidder. GAO held that FHwA: (1) properly evaluated the protester's bid; and (2) reasonably determined that the awardee's technically superior bid justified its higher price. Accordingly, the protest was denied.
