A firm protested two proposed General Services Administration (GSA) contract awards for scissors and shears, contending that GSA deprived it of the opportunity to compete, since it failed to send it a copy of either solicitation. GAO held that: (1) there was no evidence that GSA failed to comply with the laws and regulations governing notice or distribution of solicitation materials or that it attempted to exclude the protester from competing for the procurements; and (2) GSA was not responsible for the protester's failure to receive the mailed presolicitation notice. Accordingly, the protests were denied.
