A firm protested the National Oceanic and Atmospheric Administration's (NOAA) cancellation of a solicitation for photoplotting services, contending that NOAA: (1) unreasonably cancelled the solicitation; and (2) acted in bad faith, since it requested two rounds of best-and-final offers and only cancelled the solicitation after the awardee was disqualified for not being a small business. GAO held that: (1) NOAA properly cancelled the solicitation, since it developed an in-house capacity to perform the services; (2) NOAA could cancel the solicitation at any time after determining that it no longer needed the solicited services; and (3) there was no evidence that NOAA acted in bad faith. Accordingly, the protest was denied.
