An Air Force officer appealed the settlement denying his claim for reinstatement of his consecutive overseas tour (COT) leave entitlement incident to travel expenses incurred during his permanent change of station. The claimant contended that the Air Force improperly charged COT leave to his travel time. GAO held that the claimant's COT leave should be reinstated, since the claimant complied with the Joint Federal Travel Regulations and obtained approval to defer his COT leave entitlement prior to his travel. Accordingly, the claim was allowed.
