Issues were raised regarding a Federal Aviation Administration employee's claim for real estate expenses. It was determined that: (1) the settlement denying the employee's claim for real estate expenses would be withdrawn; (2) negotiated collective bargaining grievance procedures should be used to settle the employee's claim; and (3) GAO did not have jurisdiction over the employee's claim, since it could only decide on matters of general application.
