A firm protested a Bureau of Prisons (BOP) contract award for radiology services, contending that BOP should have rejected the awardee's bid as nonresponsive, since the awardee intended to perform the work outside of the designated area. GAO held that the: (1) solicitation did not contain a restriction on the bidders' geographic location; and (2) awardee's bid did not take exception to the time limitation on emergency services. Accordingly, the protest was denied.
