An awardee protested the Department of Defense's (DOD) suspension of its contract award for workstations, contending that: (1) DOD improperly suspended the award; (2) DOD release of its bid price placed it in an unfair competitive position; (3) DOD should have cancelled the solicitation and resolicited the requirement instead of amending the original solicitation; and (4) the terms of the amended solicitation were unduly restrictive. GAO held that: (1) the protester untimely filed its protest 7 months after it knew the basis of protest; (2) the protester was not sufficiently interested to protest the solicitation modification; (3) the protester was not prejudiced by the release of its price information, since the solicitation had been amended; (4) DOD properly decided not to consider bid prices published after the amended solicitation; (5) DOD properly amended the original solicitation; and (6) DOD properly developed guidelines to determine price reasonableness for the amended solicitation. Accordingly, the protest was denied.
