A firm protested an Army Communications-Electronics Command (CECOM) contract award for rectifier and filter assemblies, contending that CECOM improperly made award under noncompetitive procedures. GAO held that CECOM: (1) reasonably decided to make award on a noncompetitive basis, since the critical shortage of equipment jeopardized military operations; (2) reasonably restricted competition to the manufacturers that could promptly meet its urgent requirement; (3) executed a proper justification and approval document; and (4) was not required to advertise the procurement, since it properly determined to limit competition. Accordingly, the protest was denied.
