[Report on Noncompliance with CICA]

Pursuant to a legislative requirement, GAO reported on federal agencies' compliance with its recommendations regarding bid protests decided during fiscal year (FY) 1993. GAO noted that: (1) during FY 1993, it received 3,109 protests and 268 requests for reconsideration and closed 3,498 cases; and (2) the Department of Energy did not follow a GAO corrective action recommendation when it reached a settlement agreement with a successful protester rather than awarding the contract to the protester.
