[Protest of BIA Contract Award for Feasibility Study]

A firm protested a Bureau of Indian Affairs (BIA) contract award for a feasibility study, contending that: (1) BIA unreasonably evaluated the bids; and (2) some solicitation specifications were vague. GAO held that: (1) BIA reasonably evaluated the bids in accordance with the solicitation's evaluation criteria; (2) BIA properly made award to the technically acceptable low bidder without discussions; and (3) the protester untimely filed after bid opening its protest regarding the defective specifications. Accordingly, the protest was denied.
