Highlights

A firm protested a Navy contract award for aviation maintenance technical support, contending that the Navy: (1) improperly evaluated the bids; and (2) failed to hold meaningful discussions with it. GAO held that the Navy: (1) reasonably determined that the personnel that the protester substituted in its best-and-final offer (BAFO) did not meet the solicitation's experience requirements; (2) held meaningful discussions with the protester; (3) was not required to reopen discussions with the protester after it rejected its BAFO as technically unacceptable; and (4) performed a reasonable cost realism analysis and properly adjusted the protester's direct labor costs to reflect its probable costs. Accordingly, the protest was denied.
