A firm protested the Coast Guard's rejection of its bid for propeller hub overhaul, contending that the: (1) Coast Guard improperly rejected its bid as nonresponsive; and (2) solicitation was deceptively written. GAO held that the: (1) Coast Guard properly rejected the protester's bid, since it failed to include a price for every item required by the solicitation; and (2) protester should have protested the terms of the solicitation prior to bid opening. Accordingly, the protest was denied in part and dismissed in part.
