A firm protested an Army contract award for road construction and maintenance services, contending that the Army improperly withdrew a small business set-aside requirement. GAO held that the Army properly: (1) withdrew the small business set-aside requirement, since it reasonably determined that its estimate was flawed and it would not receive a small business bid that came within 10 percent of the low bid; and (2) awarded the contract to a non-small business, since its bid was low and did not exceed the Army's revised estimate. Accordingly, the protest was denied.
