A firm protested the Navy's cancellation of a solicitation for asphalt paving repairs, contending that the: (1) Navy improperly determined that its bid price was unreasonable; (2) government estimate was unreasonably low; and (3) Navy failed to conduct adequate discussions regarding its bid price. GAO held that the: (1) Navy properly cancelled the solicitation, since the protester was the only responsive bidder and its bid was unreasonably high; (2) protester failed to provide any evidence that the government estimate was unreasonable; and (3) protester untimely filed its protest against the Navy's failure to discuss its bid prices. Accordingly, the protest was denied in part and dismissed in part.
