The United States Fish and Wildlife Service (FWS) requested a decision regarding its incremental funding of multiyear research work orders that it issues under cooperative agreements with colleges, universities, state agencies, and nonprofit organizations. GAO held that FWS should charge such work orders to the appropriation available at the time the work orders are executed, rather than incrementally funding the work orders on an annual basis. Accordingly, FWS should obligate the costs of future research work orders at the time the orders are executed.
