A firm protested an Army National Guard contract award for thermal imaging systems, contending that the solicitation specifications: (1) were vague and ambiguous; and (2) precluded bidders from submitting responsive bids. GAO held that the protester was not sufficiently interested to protest the award, since: (1) the Army reasonably determined that its bid was nonresponsive; and (2) it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
