A firm protested two Military Sealift Command (MSC) solicitations for ocean and intermodal transportation services, contending that: (1) the evaluation criteria were ambiguous and defective; and (2) MSC could not reasonably evaluate the bids, since there were no comparable service contracts. GAO held that: (1) the MSC evaluation methodology was reasonable and did not restrict competition; (2) MSC was not obligated to disclose its evaluation methodology in the solicitations; and (3) the protest regarding MSC evaluation of comparable service contracts was premature. Accordingly, the protests were denied.
