A firm protested the Small Business Administration's (SBA) denial of its certificate of competency under a U.S. Coast Guard (USCG) solicitation for construction services, contending that: (1) SBA failed to consider vital information concerning its responsibility; and (2) the information USCG and the Department of the Navy supplied to SBA regarding its past performance was inadequate. GAO held that the protester: (1) failed to provide sufficient evidence that it was prejudiced by information supplied to SBA or that SBA failed to consider vital information; and (2) untimely filed its protest regarding SBA failure to consider vital performance information. Accordingly, the protest was denied in part and dismissed in part.
