A carrier requested a review of the General Services Administration's (GSA) disallowance of 112 supplemental bills for freight charges. GAO had held that the claim was barred, since GSA did not receive the supplemental bills within 3 years of the original payment or accrual of charges. In its request for review, the claimant contended that the supplemental bills constituted a new claim and were separate from its previously filed claim. GAO held that GSA properly denied the carrier's supplemental bills, since the carrier did not submit the bills within the required 3-year period. Accordingly, the settlements were affirmed.
