Pursuant to a congressional request, GAO commented on whether the Government Printing Office (GPO) could retroactively apply a revised pay increase for its non-bargaining-unit employees. GAO noted that: (1) GPO could grant the pay increases retroactively, since the Joint Committee on Printing agreed with GPO on the effective date of the pay increases when it stayed implementation while reviewing the increases; and (2) the Joint Committee ultimately authorized the increase, including making it retroactive.
