This article, which appeared in the GAO Journal, No. 16, Fall/Winter 1992, compares the school-to-work transition in the United States with that of four foreign countries known for effective worker training programs, focusing on how the United States can overcome its lack of a coherent overall strategy for preparing youth for employment through such proven activities as: (1) helping all students succeed, beginning with the early school years; (2) having schools and employers work together to guide the school-to-work transition; (3) devoting significant resources to training jobless youth; and (4) providing more cooperative education, school-to-apprenticeship programs, and high school academies.
