[Army Member's Claim for Overseas Housing Allowance and Basic Allowance for Quarters]

An Army member claimed for an overseas housing allowance and a basic allowance for quarters for rental expenses he incurred for the remainder of a lease for private quarters after he was ordered to occupy government quarters. GAO held that the claimant was entitled to the allowances. Accordingly, the claim was allowed.
