[Air Force Member's Request for Indebtedness Waiver]

An Air Force officer claimed a waiver of his indebtedness for excess household goods shipping costs incident to his transfer, contending that: (1) his travel orders were deficient; and (2) he was not responsible for reshipment of his household goods. GAO held that the travel orders were insufficient and erroneous. Accordingly, the claim was allowed.
