A firm protested an On-Site Inspection Agency (OSIA) sole-source contract award for satellite communication transceiver terminals, contending that OSIA: (1) lacked justification for a sole-source award; (2) should have synopsized the requirement and competitively procured the terminals; and (3) lack of advance planning caused the urgent, limited, procurement. GAO held that: (1) the OSIA decision to limit competition was reasonable; (2) OSIA was not required to synopsize the requirement due to compliance time constraints; and (3) a change of conditions failed to indicate a lack of advance planning on the part of OSIA. Accordingly, the protest was denied.
