[Retired Navy Officer's Claim for Active Duty Pay]

A retired Navy Officer claimed active duty pay withheld to settle a charge for excess weight in a shipment of his household goods. GAO held that: (1) the claimant was not entitled to back pay because it did not receive the claim within 6 years; and (2) the Navy was not entitled to collect the remaining balance by offset, since the claim arose more than 10 years ago. Accordingly, the claim was denied.
