A Navy officer requested waiver of indebtedness for travel allowances he received while performing temporary duty, contending that, after graduation from officer candidate school, he was ordered to perform temporary duty at that station before reporting to his permanent duty station. GAO held that the claimant was entitled to travel and per diem allowances, since he performed duty away from his permanent station. Accordingly, the claim was allowed.
