[Customs Service Employees' Claims for Reimbursement for Rent]

The Customs Service requested a decision regarding two employees' claims for rent expenses incurred while in government quarters overseas. GAO held that since Customs intended that the employees be provided quarters without cost, the arrangement may be given retroactive effect to cover the rent costs incurred. Accordingly, payment of the claims was authorized.
