A carrier claimed refund of funds setoff for a freight damage claim incident to its shipment of a military member's household goods, contending that allegedly lost goods were never tendered for transport. GAO held that the member: (1) did not properly tender a shotgun for transport; and (2) properly tendered various other household items for transport, since the claimant packed the shipping cartons and prepared the inventory list. Accordingly, the claim was allowed in part.
