A firm protested a Centers for Disease Control (CDC) contract award for a laboratory training needs assessment, contending that CDC unreasonably determined that its significantly lower bid was technically unacceptable. GAO held that CDC reasonably rejected the protester's bid after the protester failed to adequately address CDC concerns about its limited staffing proposal and limited understanding of the requirements. Accordingly, the protest was denied.
