This article, which appeared in the GAO Journal, No. 14, Winter 1991/92, discusses the National Aeronautics and Space Administration's (NASA) management practices, focusing on: (1) strategic planning and the lack of clear guidance; (2) the management of such decentralized activities as the environment, NASA facilities maintenance, procurement, and testing; (3) program and project management to identify and mitigate problems that raise costs, disrupt schedules, and impair performance; (4) information management; and (5) future NASA plans.
