The Defense Investigative Service requested a decision regarding whether Department of Defense Security Institute (DDSI) instructors were entitled to overtime or compensatory time for travel and course preparation outside normal work hours. GAO held that the instructors were: (1) not entitled to overtime compensation or compensatory time, since they were not working while travelling and DDSI scheduled and administratively controlled the course; and (2) entitled to overtime compensation or compensatory time for course preparation time, since DDSI officially ordered and approved such work. Accordingly, the instructors were entitled to overtime or compensatory time for course preparation, but not for travel.
