A former Defense Logistics Agency (DLA) employee claimed relief from indebtedness for relocation expenses, erroneously authorized sick leave, and holiday benefit payments, contending that his supervisor advised him to falsify his leave applications to give the appearance of completing the required service after his transfer to a new duty station. GAO held that the claimant was required to reimburse the government for: (1) relocation allowances, since the payment was not erroneous when made, but became a debt when he failed to complete the required year of service; and (2) sick leave and holiday payments, since he received those payments after leaving DLA, and he did not meet federal waiver standards. Accordingly, the claim was denied.
